driving problems in Hong kong(candice)

Nowadays, drinking and taking drug after driving are serious problems in Hong Kong. According to the government accident statistics, the number of drivers who drive their car after drinking increase dramatically, especially the age of 18-30 drivers.
Crash is due to their unconsciousness. In order to this reason, government has taken immediate action which is arranged policemen to patrol near the pub areas during the night time. In addition, drivers have to accept the test of alcohol to traffic polices on the road. When their level of alcohol is over the standard, driving points might be deducted. If they lead to any passengers or pedestrians lose their life during the accident, the driver must be sent to a jail. It is obviously to avoid the accident happen.
On the other hand, it is decidedly more difficult than before for the beginner to pass the drive exam. They should follow the traffic rules and regulations. To be honest, I do not have driving license so I cannot mention the figure of car speed on the road or highway. Using a private car is considerably troubled than taking a train or bus for me because Hong Kong has developed a good infrastructure.

    I like your use of 'decidedly more difficult'...sounds good for academic writing.

    Actually, with such good infrastructure in HK, I don't think I'd even bother with a licence.

    Something to check:

    If they lead to any passengers or pedestrians lose their life, the driver must be sent to jail.

    This sentence has 3 verbs but only 2 subjects. Change to:

    If they lead to any passengers or pedestrian losing their licence, the driver ....

    Lead to = preposition so change the verb (lose) to a noun (losing).
